Joined the Communist Party in 1944. Engineer, head of a plant group. Secretary and then 1st secretary of Novosibirsk Oblast’ Komsomol Committee, 1943-1949.
Party lecturer at Novosibirsk City Committee Deputy head of Novosibirsk Oblast’ Committee Deputy chairman of Novosibirsk Oblast’ Soviet, 1949-1961. Deputy head of the Department of Propaganda and Agitation. Deputy head of the Department of Party Organs for Industry of the Central Committee of the Communist Party of the Soviet Union for the RSFSR, 1961-1965.

Member ber of the Youth Affairs Committee, 1968-1974. Member of the Planning and Budget Committee ot the USSR Supreme Soviet, 1974. Worked with Gorbachev from 1980.
Regarded as number two in Gorbachev’s party leadership, but considered to be the representative of conservative forces in the Politburo. Head of the Agricultural Commission of the Central Committee, October 1988.
