Born in Bernalillo, New Mexico, Perea attended Saint Michael"s College, Santa Fe, New Mexico and Georgetown University, Washington, District of Columbia, and graduated from Saint Louis University, Saint Louis, Missouri, in 1871.
He was principally engaged in agricultural pursuits and sheep raising. He served as president of the First National Bank of Santa Fe in 1890–1894. He served as delegate to the Republican National Convention in 1896.
Perea was elected as a Republican to the Fifty-sixth Congress (March 4, 1899 – March 3, 1901).
He was not a candidate for renomination in 1900. He engaged in banking and also interested in stock raising.
He was appointed Territorial insurance commissioner in 1906 and served until his death in Bernalillo, New Mexico, January 11, 1906. He was interred in the Perea Cemetery (called the "Bernalillo Cemetery" on Google Maps) in Bernalillo, Sandova Company, New Mexico.
He served as member of the council of the New Mexico Legislature in 1889, 1891, and 1895.
