    • Began business career in Cuba, 1902, became interested in banking, sugar and other enterprises. Organized, 1905, The Trust Company of Cuba, and was president until 1917. Adviser to secretary of treasury in connection with foreign loans, 1917.

      Special United States delegate to Spain and representative of treasury in London and Paris, 1918. Appointed finance commissioner of the United States to Europe, 1919. American member Armistice Commission.

      Member Supreme Economics Council (chairman finance section). Financial adviser to President Wilson and American Commission to Negotiate Peace. Member Reparations and Financial commissions.

      Assistant secretary of United States Treasury, November 1919-June 1920. Served as undersecretary of state, June 15, 1920-March 7, 1921. Chairman commission of League of Nations to determine status of territory of Memel, 1924.
