      Judge District Court, 15th District Iowa, 1894-1911, resigned. Elected to 62d Congress, 9th Iowa District, June 5, 1911, to fill unexpired term (1911-1913) of Walter I. Smith, resigned. Reëlected 63d to 70th Congresses (1913-1929).

      Chairman Ways and Means Committee, 68th to 70th Congresses. Also chairman Joint Committee of House and Senate on Internal Revenue, 1926-1928. Resigned from Congress to become judge Court of Claims of the United States, 1928.
