Cattell, William Ashburner was born on June 16, 1863 in Princeton, New Jersey, United States. Son of Review Thomas W. (Doctor of Philosophy.) and Anna C. (Ashburner) C.

Assistant engineer, State Board of R.R. Assessors, New Jersey, and later on preliminary location surveys for A.,T.&San Francisco R.R. in Kansas and Indiana Ty., 1884-1889. Assistant chief engineer, construction Long Island R.R., 1889-1897. Consulting practice, New York, 1897-1905.
Construction engineering for E. H. Rollins & Sons, San Francisco, on various projects, 1905-1908, including Western Pacific Railroad. Report for Hirsch Syndicate, Ltd., London, on Valdez-Yukon R.R. project in Alaska. Chief engineer Clear Lake Power and Irrigation project, also the Trona Railway.
