  • Finley, Solomon Henderson was born on October 10, 1863 in Lincoln County, Missouri, United States. Son of Andrew Ramsey and Caroline (Gibson) Finley.

    • Bachelor of Arts, Monmouth (Illinois) College, 1886, A.M., 1889.


    • Began practice as civil engineer. Santa Ana, California, 1886. City engineer (installed original municipal water system), 1891-1897.

      Planned and built Modjeska Dam for Madam Modjeska, 1900. Planned and built agricultural drainage systems for 5 districts, Orange County, California, 1889-1905. As chief engineer built Santa Ana Newport R.R., 1891-1899.

      Member board of trustees, Santa Ana, 1900-1902, mayor, 1902-1904. Chief engineer Orange County Highway Commission, 1915-1916. Supervisor of Orange County, 1916-1928.

      An organizer, 1928, since secretary, and director from Santa Ana, The Metropolitan Water District of Southern California.
