      Commissioner of Borough Works, Manhattan, charge of design and construction East River Drive and Harlem Drive, 1938-1945. Partner Binger-O’Connor-Orrok, Architect-Engineer, 1941-1944, specializing work for Engineer corpus, United States army. Member Binger & Hammond, Associates, Consulting Engineers, 1944-1945.

      Vice-president City Investing Company, 1945-1950. Consultant engineer since 1950. Chairman National Technology Advisory committee, by appointment Secretary of War, 1941.
