Pioneer engineering on Mokelumne River water supply project and American River Reservoir development, in Sacramento-San Joaquin Delta.

      Formerly chief assistant city engineer of San Francisco, and acting city engineer. Appointed city administrator of San Francisco, January 8, 1932.
