Partridge, James Rudolph was born in 1823 in Baltimore. Son of Eaton R. and Susan (Crook) Partridge.

Elected to Maryland. Legislature, 1856. Secretary of state Maryland., 1858. Appointed commissioner Exhibition of Industries of All Nations, 1862.
United States minister resident to Honduras, 1862-1863, Salvador, 1863-1866. Minister to Venezuela, 1869-1870, Brazil, 1871-1877. Arbitrator of claims of Lord Dundonald against Government of Brazil.
Appointed to diplomatic mission in Peru, 1882, served 1 year.
