Francis Emroy Warren, American senator. member territorial Senate, 1873-1874 (president) and 1884-1885; member City Council, Cheyenne, 1873-1874, and again, 1883-1885.

Background

  • Warren, Francis Emroy was born on June 20, 1844 in Hinsdale, Massachusetts, United States. Son of Joseph S. and Cynthia Estella (Abbott) Warren.

  • Education

    • Academic education in Massachusetts. Private and noncommissioned officer 49th Massachusetts Vols., 1862-1863. Received Congressional Medal of Honor “for gallantry on battlefield at siege of Port Hudson”.

      Later captain Massachusetts Militia.

    Career

    • Engaged as farmer and stockraiser in Massachusetts. Moved to Wyoming, then part of Ty. of Dak., 1868. Became interested in real estate, mercantile, live stock and lighting business in Cheyenne.

      Member territorial Senate, 1873-1874 (president) and 1884-1885. Member City Council, Cheyenne, 1873-1874, and again, 1883-1885. Mayor of Cheyenne, 1885.

      Appointed territorial treasurer 1876, 79, 82, 84. Delegate Republican National Convention, Chicago, 1888. Chairman Wyoming delegation to Republican National Convention, Philadelphia, 1900, Chicago, 1904, 08, 12.

      Chairman Republican Territorial Central Committee, and Republican State Central Committee of Wyoming, 1896. Appointed governor of Wyoming by President Arthur, February 1885, and removed by President Cleveland, November 1886. Again appointed governor by President Harrison, March 1889, and served until the territory was admitted as a state into the Union.

      Elected first governor of Wyoming, 1890. Elected as a Republican to the United States Senate, November 18, 1890, and served until March 4, 1893. Resumed stock raising, farming, merchandising, etc.

      Again elected to Senate, 1894, and regularly reëlected to 1931. Home: Cheyenne, Wyo.
