Mr. Chang King-fan was born at Taipuhsien, Guangdong province in 1890.

Mr. Chang received his primary education at home. Later he studied at the International Institute at Shanghai, the Anglo-Chinese College, Fuzhou and at Tsinghua College, Peking.
Mr. Chang entered the Colorado School of Mines, Boulder, Colorado, U. S. A., where he studied from 1911 to 1913. Later he studied at Lehigh University in 1913-1915, from where he graduated with the degree of M. E. in 1915. He also took short courses at the Armour Institute of Technology.
Mr. Chang returned to China in 1915 and was appointed surveyor and engineer of the Light Railway Company, Chaozhou in 1915-1916. Later he was assistant engineer at the Kiutung Antimony Company, Yiyang, Hunan in 1916-1917; engineering contractor for same company in 1917 and prospecting engineer for private interests along the Yangtsze River in 1918.
Since 1918 Mr. Chang served as engineer-in-chief and manager of the mines of the Liuchang Coal Mining and Railroad Company, Qinhuangdao.
