Luis Malaquías Concha Ortiz was born in Villa Alegre on 5 April 1859.
Graduated from law school in 1880.
He began his political career as a member of the Radical Party. In 1887 Concha led a group of labor leaders and young intellectuals who split from the Radical Party to establish the Democratic Party. He was that group’s first national secretary, and between 1896 and 1909, and again from 1915 until his death, he was president of that party.
Concha supported President José Manuel Balmaceda Fernandez in the Civil War of 1891, and as a consequence was jailed several times for short periods in the years that followed. However, in 1900 he was elected to the Chamber of Deputies, where he remained until 1918, when he was elected senator. He served as a cabinet member for short periods between 1917 and 1920.
