He received his law degree in 1875.
He served as attorney for several government ministries. In 1891 he was named to the Santiago Appeals Court and in 1897 to the Supreme Court. He retired from the judiciary in the following year.
In 1901 Germán Riesco was elected president with support of the Liberal Alliance.
After his presidency, Germán Riesco played no further significant political role.
Domestically, the Riesco regime was marked by extensive unrest, including a violent strike in Valparaiso in May 1903 which brought intervention by the navy; widespread rioting in Santiago in 1905; and disturbances in the northern nitrate regions.
