He was born on November 13, 1927 at Safi, 130 miles south of Asablanca.

Educated locally, then sent to France to study law and political Science at Nancy and Paris. He was President of the Moroccan Students’ Union.
A bright young member of the party in the early 1950s he was appointed director of the cabinet by nerrahmin Bouabid, the Minister of gtate in 1956. He was sent as first Ambassador to France.
After being in the Moroccan delegation to the United Nations in 1956 he was appointed as an Ambassador to Italy in January 1957. He was promoted the General at the Foreign Ministry in January 1959 and led the United Nations in the USA.
In August 14, 1964, he was appointed as a Minister and played an important role in winning friends for Morocco at the Organisation of African Unity as a former delegate to Addis Ababa. In February the King made him Director of the Royal Cabinet and in March 1967 sent him back to the United Nations as Permanent Delegate. In the government of Ahmed Osman he joined his brother in the cabinet in November 1972.
