He was born in 1921 at Atar in the western region of Mauritania.

He was educated locally.
After his return to Morocco with his family he joined the Foreign Ministry. After serving as Head of the African Department he got his first posting in 1961 as Ambassador to Guinea. In 1962 he was appointed Ambassador to the United Nations and stayed there for five years. He served on the UN Security council from 1963 to 1964. On his return to Rabat in March 1967 he joined the Royal Cabinet and remained a minister until May 1971 when he was appointed Ambassador to Saudi Arabia He was summoned home in June 1972 with the rank of roving ambassador to supervise the preparations to the OAU Summit. He was made responsible for implementing Moroccan policy on OAU issues in 1972 during the period when King Hassan was president.
