After primary and secondary education at home he went to Paris where he graduated in Law and Political Economy.
Entered government service as an economist and was assigned to the Ministry of Agriculture. From 1964 to 1969 he was an economic adviser at the UN Food and Agricultural Organisation in Rome. He returned to Tunis to be chief planner at the Ministry of Agriculture. In November 1970 he was promoted to Secretary of State at the ministry. A year later he was given wider responsibilities at the Ministry of Planning.
Distinguished economist with a high reputation as a planner, nationally and internationally. His work in agricultural planning drew him into the service of the United Nations Food and Agricultural Organisation for five years. Witty and well-read, he is a forceful character with much more interest in economics than politics.
