Mr. Chuan was born in Beijing, China in 1886.
He graduated from Yale University with Bachelor of Arts degree in 1914.
Mr. Chuan was a general secretary of the Chinese Students' Christian Association in North America from 1915 to 1918. He was general secretary of the war Y.M.C.A. work for the Chinese labor battalions with the Allied expeditionary forces between 1918 and 1921. While in this service in Europe, Mr. Chuan served also as Chinese delegate to the conference of the World’s Committee of the World Student’s Christian Federation held at Beantenberg, Switzerland, and to the International World Students' Convention held at Glasgow, Scotland.
Upon returning to China in 1921, Mr. Chuan became English secretary to the Director-General of the Chinese Eastern Railway and later assistant chief of the department of education of the same Railway director of student activities in Tsinghua University in 1925. He served as an assistant to the president of Yenching University, Beijing (Peking) in 1926 and comptroller of the same University since 1930.
He was a member of the executive committee of the China International Famine Relief Commission, chairman of the board of directors of Jefferson Academy and Bridgman Academy and vice-president of the board of directors of the Beijing (Peking) Y.M.C.A.
