Mr. Louis passed the literary examinations under the Manchu regimeand then joined the revolutionary movement under Dr. Sun Yat-sen at an early age. Then in 1909 he went to study to Peking. Later, he proceeded to Europe and America for higher education, majoring in political science at Oberlin and Harvard Universities.
Binnan P. Louis was the head of the educational department of Kwangsi Province. Upon his return to China, he was appointed dean of the senior high school of Chi-Nan University at Shanghai and then was sent by the Chinese Government to investigate conditions among the overseas Chinese living in the South Seas Islands in 1925.
Mr. Louise was appointed Commissionner of Education of Kwangsi province in 1926 and assisted in the establishment of several girls' normal schools and also the Kwangsi University. He also travelled to the South Seas and Europe soliciting funds for the support of Kwangsi University in 1928 and was a member of the Kwangsi Provincial Government and concurrently Commissioner of Education.
