Li Tung-wha received his education at Wesley College in Wuchang, China in 1909-1914, and at Customs College in 1915-1919.
Li Tung-Wha was appointed assistant in Tianjin Customs in 1920 than he transferred to Shanghai Customs in 1921. He was an assistant to revenue chief accountant in the Inspectorate General of Customs, Peking, in 1922-1928. From 1924 to 1926 Mr. Li served as a secretary to Commissioner of Customs, Lungchingtsun, and in 1927 he was re-appointed to Tianjin post and promoted acting deputy Commissioner in October in 1930.
Since 1932 he held the post of an acting deputy commissioner, Wenzhou. In 1933 he was appointed acting deputy commissioner in Charge of Longkou Customs, Longkou. Since 1934 Mr. Li served as an acting deputy commissioner, Yantai Customs, Yantai.
