He studied at Peking University from 1916 to 1919. Mr. Ho went to America to study in 1919, he graduated from Beloit College with the degree of Bachelor of Science, from the University of Chicago with a Master of Arts degree. Ho Shih-yuan took post-graduate work in Columbia University, after which he went to Germany. Mr. Ho went to France and took post graduate work in Paris University between 1924 and 1926.
While in Paris he did work in China's foreign publicity. Ho Shih-yuan returned to China in 1926 and was made professor of law and political science in Chung Shan University, Canton. He was also an editor of the Canton Gazette and the Kuo Min News. Since 1927 Mr. Ho devoted himself to Party activities, being member of several party commissions in Guangdong (Kwangtung) and Shandong (Shantung).
In 1928 Ho Shih-yuan was appointed acting director of the political department of the Military Commission of the National Government. In May, 1928 he was appointed member of the Shandong (Shantung) Provincial Government and concurrently Commissioner of Education. Mr. Ho was an author of several books.
