Ho Teh-kuei finished sophomore year in the National University of Peking and passed examination of the Ministry of Education as a Government student for advanced studies in the United States of America in 1917. He obtained his Bachelor of Arts degree from the University of Wisconsin, U.S.A., in 1919 and Master of Business Administration degree from Harvard University, U.S.A., in 1921.
Mr. Ho was a member of the Special Chinese Education Committee, Shanghai Municipal Council in 1928. He also took up the post of an English Secretary of Shanghai Chinese Ratepayers Association. At different periods he occupied the following positions: English Secretary of the National Loans Sinking Fund Commission, head of the Department of Economics, Shanghai Law Colleger advisory member, Capital Planning Commission, Nanjing (Nanking), advisory member, Foreign Relations Commission, Ministry for Foreign Affairs ect. Mr. Ho also served as a film censor at Shanghai Municipal Council. Since 1931 he was an assistant secretary of Shanghai Municipal Council.
