Mr. Hsia was born in Jiangyin, Jiangsu, China, in 1878.
Hsia I-ting began his diplomatic career as a student interpreter of the Chinese Legation in Berlin. He was a secretary to the Chinese Legation in Paris and consul-general in Yokohama, Japan. Later he served as a secretary to the Cabinet and of the Ministry of Foreign Affairs. In 1915 Mr. Hsia was appointed councillor to the same Ministry. He was an acting vice-Minister and later officiating Minister of Foreign Affairs since 1916 and between 1917 and 1922 - Minister to Brazil and Peru.
