After receiving his early training in his native district he entered the University of China in Peking, receiving the degree of Bachelor of Commerce in 1923.
Mr. Li was a chief editor of Great Evening Post in Peking in 1923, sectional chief in the Municipal Government in Zhengzhou, Henan, China in 1927. He served as a director of Lung-Hai Railway in 1928, secretary and later chief of the business management section of the Ministry of Foreign Affairs during 1929-1930. Then he was appointed vice Consul-General to Australia early in 1930.
