Mr. Kuo-cheng attended Nankai College, Tien tsin in the perod of 1914-1917, then Tsinghua College from 1917 to 1921, got Bachelor of Arts at Grinnell College in 1928 and senior honor scholar at Phi Beta Kappa, Master's degree at Princeton University in 1924. He was Nova Caesaria Scholar, fellow in Politics in 1925 and Charlotte Elizabeth Proctor fellow in 1926, got Doctor of Philosophy degree in 1926, his thesis being "Ancient Chinese Political Theories".
Mr. Kuo-cheng fist worked as a professor of political science at National Institute of Political Science in 1926. Then as a secretary in Ministry of Foreign Affairs, Nationalist Government in 1927, continued as a secretary in Bureau of Foreign Affairs, Shanghai in 1927. He was a member of treaty revision committee as part of Ministry of Foreign Affairs and then an assistant chief, first division in the Ministry of Foreign Affairs in Nanking in 1928.
He was appointed a director in the bureau of tobacco and wine tax for Hupeh, worked there in 1928-1929. In 1929 became a counsellor in Wuhan Special Municipal Government and a director of the Bureau of Land Administration the same year and a director of the Bureau of Finance, Hankow Municipal Government a year after.
He continued as a commissioner of finance for Hupeh Province in 1930-1931 and worked as a Mayor of Hankow Municipality, since 1931.
