Chu Shou-kuang was born in Fuzhou, Fujian, China in 1886 although his ancestral home was Xiangyang (Siangyang), Hubei (Hupeh).

Mr. Chu graduated from Tokyo Military College in 1919.
He worked as a councillor in the Ministry of War in 1920 and was a director of the ordnance department of the Ministry of War in 1924.
Later Chu Shou-kuang was an adviser and chief of staff to General Yen Hsi-shan in 1925-1928. In 1928-1929 was a member of the Hubei (Hupeh) Provincial Government and chief of staff to the Beijing (Peking) and Tianjin (Tientsin) Garrison Commander's Headquarters and was a vice-Minister of War in the National Government.
In 1930 Mr. Chu was an acting Minister of War. Then he served as a Chief of Staff to the Pacification Commissioner of Shanxi (Shansi) and Suiyuan.
