Chia Ahih-yi graduated from political science department of Meiji University, Japan.
Mr. Chia was appointed as a chief of accountins, department of Ministry of Finance in 1913, and the following year - councillor to the Ministry. In 1914 he was also an acting chief of department of taxation. From 1918 Mr. Chia served as a director of Bureau of National Debts, and chief of general affairs department of Ministry of Finance since 1920.
In 1920 Chia Shih-yi resumed his office as a superintendent of Zhenjiang (Chinkiang) Customs and concurrently Commissioner of Foreign Affairs. He attended the Washington Conference as expert member in 1921. After he returned to China in 1922 and was reappointed superintendent of Zhenjiang (Chinkiang)Customs and concurrently Commissioner for Foreign Affairs.
Mr. Chia became a member of Jiangsu (Kiangsu) Provincial Government in 1927. He was appointed chief of department of taxation of Ministry of Finance the same year and concurrently chief of flour taxation office. Between 1930 and 1932 Chia Shih-yi worked as a chief of department of taxation and concurrently member of national tariff commission of the Ministry of Finance. In 1933 he took the post of a Commissioner of Finance of the Hubei (Hupeh) Provincial Government.
