Lei Yin studied in the College of Law of Guangxi and graduated from the Tokyo Law College in Japan, 1911.
Mr. Lei participated in the first Revolution of 1911. In 1912 he was elected chairman of Guangxi Provincial Assembly. He joined the second Revolution against Yuan Shih-kai's attempt to crown himself in 1916. Lei Yin served as Taoyin of Tien Nan Tao and later Tao-yin of Guilin, Guangxi, from 1917 to 1921. He took the post of a senator of Peking Parliament between 1922 and 1924.
Lei Yin was a president of the Republican University in Peking and later President of College of Law in Harbin from 1924 till 1928. In the meantime, he made a special study of the economic and diplomatic problems in Manchuria. Lie Yin was an editor of The Chinese Eastern Railway Economic Monthly and Semi-monthly from 1929 to 1931. He was a member and concurrently commissioner of Civil Affairs of Guangxi Provincial Government since 1932.
