Cho-jan Wu was born in Fenghua, Chekiang, China in 1877.
He educated at he Anglo-Chinese College in Shanghai, China and ravelled in Europe and America to study commercial and industrial conditions in 1912.
Cho-jan Wu was member of board of directors of Shanghai Chinese Chamber of Commerce. In 1911 he visited America as representative of Chinese Chambers of Commerce in Ningpo and Shanghai on commercial mission. He also worked as a director of the China Press in 1911, then joined the British-American Tobacco Co.as its sole-Chinese agent, and later Nanyang Brothers' Tobacco Co. Wu Ting-Sun was an adviser of the Military Governor of Shanghai in 1911 and treasurer of the board of directors of the Red Cross Society of China.
He joined Ministry of Finance as special commissioner for investigation of tobacco tariff in 1913. Also he was a honorary adviser of the Cabinet, adviser to the Civil Governor of Shanghai, director of Shanghai College and director of the Shen Hsin Company of Pukow. In 1924 joined the Souter Tobacco Company in Shanghai, China.
