Fu Hung-chun received his education under several noted scholars. He received his Hsiu-tsai degree by examination in Jiangsu (Kiangsu).
Mr. Fu was elected chairman of the Lili Educational Association in 1913 and was concurrently principal of the Lili High School and Lili Third Primary School. Mr. Fu was appointed principal of the First Kuo Ming School of Jiangsu (Kiangsu) in 1914. He was elected chairman of the Lili Educational Research Association in 1915. In 1918 Mr. Fu was elected educational commissioner of Lili district. He was appointed chairman of the council of the Wujiang (Wukiang) Educational Association in 1921, but resigned the same year to become secretary to the managing director of the Cotton Goods Exchange at Shanghai. He was concurrently secretary of the Exchange Association of Shanghai.
