Mr. Yang was born in Mao-ming, Kwangtung, China in 1880.
Yung-tai Yang received bis education at the Canton High School and the Liang Kwang Preparatory School for students. For a time he also attended the law school of the Peking Methodist University.
Mr. Yang was an editor of the Kuang Nan Pao, a revolutionary organ published in Canton, member of the Kwangtung Provincial Assembly and later appointed representative of Kwangtung at the National Provisional Council at Nanking, China in 1912. He was senator of the 1st Parliament in 1913, editor of the Chin-I Journal at Shanghai in 1913, editor of the Chung Hua Hsin Pao, at Shanghai. Later he joined the Military Council against Yuan Shih-kai as chief of the financial bureau in 1916.
He resumed his seat in the Parliament at Peking, China in 1916, went to Canton and joined the Southern Constitutional Government as member of the Extraordinary Parliament in 1917. He served as Commissioner of Finance of the Southern Government in 1917, Civil Governor of Kwangtung in 1920, re-elected member of the senate in Peking in 1922. He was counsellor of the Conmiander-in-Chief's Headquarters of the Nationalist Army in 1930-1932, Chief Secretary to the Headquarters of the President of the Military Affairs Commission, Chairman of the Hupeh Provincial Government since Jan. 1936.
