Huang Tsefang F. graduated from the Provincial Middle School, Xiamen, in 1915. He attended Hong Kong University Medical School from 1917 to 1919. Mr. Huang studied at the University of Chicago, Rush Medical College, between 1919 and 1923 (with Bachelor of Science, Master of Science, and Doctor of Medicine degrees). He was a postgraduate student of Johns Hopkins University Medical School and Research Assistant in the Department of Bacteriology and Immunology at Harvard University Medical School around 1923 to 1924.
Mr. Huang worked as a technical expert and departmental chief of the National Epidemic Prevention Bureau from 1924 to 1927. He was a departmental chief of the Peking Public Health Station between 1925 and 1927. Later he was appointed commissioner of Health of the National Capital (Wuhan, 1927). Huang Tsefang F. served as an honorary lecturer in Public Health at the Peking Union Medical College and at the Yenching University.
From 1923 till 1929 Mr. Huang held the post of a commissioner of Health of Peking. He acted as a councillor of the Ministry of Health and member of the National Board of Health and the National Labor Health Commissionb around 1929 to 1930. Between 1930 and 1933 Huang Tsefang F. was a medical officer of the League of Nations Health Organization.
Later he was appointed medical adviser of the Ministry of Railways and chief medical officer of the Nanjing-Shanghai and Shanghai-Hangzhou-Ningbo Railways Administration. Mr. Huang also took the post of the president of the Shanghai Public Health Club and Chairman of the Public Health Committee of the National Medical Association.
