Mr. Hsu was born in Hsih-Hsien, Anhui, China, in 1892.

He graduated from the National Institute of Law and Political Science, Peking, 1914.
Hsu Chia-shih was appointed judge of the District Court of Chengdu, Sichuan, in 1915 and promoted judge of the High Court of the same province in 1916. He was transferred as chief judge of the District Court of Kaolang, Gansu since 1917 and concurrently professor at the Gansu Provincial College of Law and Political Science chief procurator of the District Procuratorate of Kaolang, Gansu, between 1917 and 1920. Mr. Hsu was promoted chief procurator of the High Procuratorate, Gansu, in October 1920. Later, he held the position as deputy director of the Gansu Provincial Anti-Opium Bureau.
From 1923 he served as an adviser to the Garrison Commander of Lun-Nan, Gansu. Hsu Chia-shih held the position of a magistrate of Wushan, Gansu, since 1924. He was appointed judge of High Court of Anhui in 1927. In the spring of 1928 Mr. Hsu resumed his office as a chief clerk of the Central Special Provisional Court and was appointed judge of the Shanghai Provisional Court in October the same year.
Upon abolition of the Shanghai Provisional Court and establishment of the Special Area District Court in 1929, he was promoted presiding judge of the criminal division of the Shanghai Special Area District Court in 1931.
