Han Ngan studied at Nanjing (Nanking) University in 1896-1905, graduating with Bachelor of Arts degree. He went to America on a Government scholarship and entered Cornell University where he studied from 1907 to 1909. In 1909-1911 he entered the University of Michigan and studied forestry. Mr. Han studied agriculture at the University of Wisconsin between 1911 and 1912. From these institutions, he received the degree of Bachelor of Arts in 1909 and Master of Computer Science in 1911.
On returning to China in 1912, he joined the Ministry of Agriculture and Forestry and was promoted senior secretary. Also he was assistant of the Bureau of Forestry in 1915 and editor-in-chief of the Agriculture and Forestry Review. Then he transferred to the Beijing (Peking)-Hankou (Hankow) Railway in 1919. Mr. Han was appointed commissioner of industry for Suiyuan and director of the Bureau of Lands.
Han Ngan went to Moscow through Outer Mongolia in 1926 and from there to Canton where he helped in planning the northern military expedition. Mr. Han was appointed a member of the Anhui (Anhwei) Provincial Government and concurrently Mayor of Anqing (Anking) in 1927 and in the same year, was transferred to the post of Commissioner of Education for Anhui (Anhwei). Then he became a councillor of the municipal government of Tsingtao.
