He was born in Shaoshing, Chekiang, China in 1886.

While studying in Japan in 1906 Yeh-kung Tao joined Tung Meng Hui and became acquainted with Dr. Sun Yet-sen at Tokyo.
He also entered Medical College of Nagasaki, Japan.
Upon returning to China Yeh-kung Tao participated in the Revolution of 1911. When the Provisional Government of the Chinese Republic was established, he was appointed military councillor.
He participated in the Independence Movement of Chekiang in 1916 and was a director of Health Bureau of Hankow Special Municipality in 1926. He was a head of Political Training Department attached to the Military Council in 1927. He delegated to the National Salvation Conference in 1931 and appointed member of the Committee for the Disciplinary Punishment of Civil Officials in 1933.
