Chang Wei-han was born in Ta-kwan, Yunnan, China in 1888.

Mr. Chang graduated from the Meiji University, Japan in 1908.
Chang Wei-han took up the post of a secretary to the Military Governor of Yunnan in 1912. In 1913 he was appointed secretary to the Civil Governor of Yunnan. Mr. Chang worked as a magistrate of Ko-chiu and Yen-hsin districts, Yunnan berween 1914 and 1915.
Later he served as a secretary to the General-Headquarters of the Anti-Yuan Shih-kai's Monarchial Forces. From 1916 till 1918 Mr. Chang worked as a Chief-Secretary to the Military and Civil Governor of Szechuan (Sichuan).
During the years 1918 to 1921 Chang Wei-han went to Japan to study and investigate municipal government and rural conditions over all the large cities. From 1922 to 1927 he held the post of Mayor of Kwen Ming (Kunming), provincial capital of Yunnan. Mr. Chang achieved much municipal progress for the city, and wrote over ten books on municipal administration and city planning.
In 1928 he was appointed member of the Yunnan Provincial Government and concurrently special delegate of the Ministry of Foreign Affairs in Yunnan. Chang Wei-han went to Nanking representing the Yunnan Provincial Government in the Sino-French negotiations. over the conclusion of the new Sino-Franco Trade Treaty.
In 1928 Mr. Chang attended the 3rd National Congress of Koumintang as representative from Yunnan. He signed the new Sino-Franco Trade Treaty in the Ministry of Foreign Affairs at Nanking, May 5th, 1930.
Chang Wei-han returned to Yunnan, June 1st, 1930 and resumed his offices as member of the Yunnan Provincial Government and Commissioner of Civil Affairs for Yunnan.
Then he resigned, July 1931 and went to Nanking. Mr. Chang was appointed member of the Legislative Yuan and concurrently Chief Secretary of the Yuan from 1932. In 1933 he was reappointed member of the Yuan for the 3rd period. From November 1935 Chang Wei-han attended as Yunnan representative the 6th Kuomintang National Congress at Nanking.
