Chao Nai-chuan graduated from Peking Normal University in 1913. He entered Teachers' College of Columbia University in 1920. Upon graduation with Bachelor of Science degree he took post-graduate work in Columbia University (Master of Arts).
After obtaining Master of Arts degree, Mr. Chao returned to China and became professor and concurrently head of publications department of Peiping Normal University in 1922. Sincce 1925 he served as a professor of Peking Teachers' College for Girls and China University and editor of the New Educational Weekly Review.
In 1926 he worked as a secretary of Board of Trustees of the China Foundation for the Promotion of Education and Culture and concurrently professor of Peiping Normal University. In 1928 Chao Nai-chuan was appointed secretary of Third National Chun Shan University at Hangchow (Hangzhou).
Later Mr. Chao became division head of Ministry of Education and concurrently professor of National Central University. In 1929 and in the winter of 1930 he was promoted counsellor of Ministry of Education, concurrently Chao Nai-chuan acted as chief secretary of Ministry of Education. Since 1931 he was a member of Legislative Yuan, professor of National Central University and technical member of Commission en Amendment of Administrative Laws attached to the Central Political Council. Mr. Chao was also well-known as a writer on educational subjects.
