Mr. Pan was born in Ishing Kiangsu, China (Ishing Jiangsu, China) in 1895.

Shu-lun Pan attended the Naval Officers' College in Nanking and was graduated from the wireless class of the College in 1914.
Then he joined St. John's University as a junior student in 1919 and was graduated from the School of Arts, specializing in economics in 1921. Mr. Pan won a scholarship from the Nanyang Brothers' Tobacco Company through competitive examination and was sent to U.S.A. to pursue advanced study, where he first attended Harvard Graduate School of Business Administration, specializing in accounting and received Master of Arts degree in 1923.
Later he went to Columbia and continued his study of economics and obtained degree of Doctor of Philosophy in 1924, his doctoral dissertation being "Trade of United States with China".
Shu-lun Pan served as a wireless officer in several crusiers and assistant engineer in the Nanking mint in 1915.
Then he returned to China in 1924 and joined the Shanghai College of Commerce, first as a professor and then dean of the College. Later he became a dean of the Government Chinan Unversity in Chenju, Shanghai.
Mr. Pan also started his career as a chartered accountant in 1926 and for a time, concurrently served as accounting adviser to the Ministry of Finance and the Ministry of Agriculture and Commerce of the Peking Government. then to the Ministries of Finance and Industry in Nanking.
He was an author of "Trade of United States with China", "Bookkeeping and Accounting", "Corporate Finance" (in English), "Advanced Bookkeeping" and "Chinese Corporate Accounting" (in Chinese).
