He attended Nanyang (now First National Chiaotumg) University from which he was graduated in 1914. Then he went to Japan where he entered the College of Politics and Law in Tokyo majoring in political science.
Kung-Pi Pan founded the Tokyo News Agency while a student. Then he returned to China in 1919 and worked first with the China Times and later with the Shun Pao, leading Chinese dailies in Shanghai, was sent to Japan as correspondent of the Shun Pao in 1918. Returning to China the following year he accepted a position as chief editor of the Chin Pao at Peking. For opposing the Anfu faction he was imprisoned for three months after which he came back to Shanghai as editor of the China Times. After he was appointed concurrently assistant business manager in 1921 and was later advanced to business manager and editor-in-chief, general manager of the China Times since 1928.
