He graduated from Tianjin University (Peiyang University), Tianjin (Tientsin) after which he received a degree of Master of Engineering at Cornell Universuty in 1909. Chen Pao-yuan also attended Glasgow University, Scotland.
Mr. Chen was an associate member of Institute of Naval Architects in London. He served as a draughtsman to Vickers, Limited, from 1909 till 1912 and draughtsman to Kiangnan Dockyard and Engineering Works, Shanghai between 1912 and 1914. Around 1914 to 1916 Chen Tao-yuan took up the post of a secretary to Chief Inspectorate of Salt Administration. Then he served as a chief engineer superintendent of the Government Dockyard, Foochow, from 1916 till 1917.
In 1918 Chen Tao-yuan was appointed technical expert to Ministry of Navy. He cuupied the post of a secretary to the Chinese delegation at Washington Conference in 1921, accompanied Wang Chung-hui to Hague Court of International Justice in 1923. Mr. Chen worked as an associate director and harbor master to Harbor and Wharves Administration, Tsingtao, from 1924 to 1925. He was a secretary to the Director-General of Chief Inspectorate, Salt Administration, during the years 1926 to 1927.
Mr. Chen was promoted deputy secretary of the British Municipal Council, Tianjin (Tientsin), in 1928. Since 1934 he worked as an acting Secretary.
