Mr. Chen graduated from Tsing Hua College in 1921. He was a student at Dartmouth College between 1922 and 1923. Chen Nien-tsung received his Bachelor of Arts degree from the University of Michigan in 1924. He studied at Columbia University and received his Master of Arts degree. Mr. Chen did research work in the National Institute of Public Administration, New York from 1924 to 1925. He went to Paris and pursued further research studies in Universite de Paris around 1925 to 1926.
Upon returning to China he was appointed secretary of the municipal government of Hangzhou (Hangchow), Zhejiang (Chekiang). Mr. Chen served as a professor of the Engineering College of Chekiang National University and of Chiao Tung University, Shanghai during the years 1926 to 1928. Chen Nien-tsung took the office of a secretary of the Legislative Yuan from 1928 to 1930.
Between 1930 and 1931 Mr. Chen held the position of a technical commissioner of the Examination Yuan. In 1931 he worked as an associate examiner and concurrently senior secretary to the first examination for higher civil service. He was promoted director of the bureau of compilation of the Legislative Yuan in 1931.
