Chang Vee-chen studied commercial science and journalism in the China National Institute, Woosung. Then he studied law at the Law School of the Peking Government University, graduating with Bachelor of Laws degree.
Mr. Chang was appointed dean and professor of the Hua Pei University, Peking and concurrently served in different capacities in the Ministries of Finance, Foreign Affairs and Communications. He worked as an assistant secretary to the Cabinet under the premiership of Wang Chung-hui.
Chang Vee-chen was in charge of the publicity work of the Directorate-General of Shantung Affairs under Dr. C. T. Wang, the Director-General. Since 1928 he took the position of a professor at the China National Institute and Law College, Shanghai.
He assisted in the establishment of the department of intelligence and publicity under the Ministry of Foreign Affairs in 1928 and was appointed assistant director and later director of the Department. Chang Vee-chen served as a Chinese Consul-General at Seoul, Korea from 1929 till 1930. He was engaged in private law practice in Shanghai since 1931.
