Chang Sing-bea attended Hangchow College from 1908 till 1914, after that - premedical school of Nanking University (1914-1916). From 1916 to 1919 he stutied at Yale-in-China, Human. Between 1919 and 1922 he was a student of University of Pennsylvania.
Mr. Chang was a Clinical assistant at Temple University between 1921 and 1922. In 1922 he returned to China and became the head of the eye department of the China Inland Mission Hospital at Hangchow. From 1926 to 1927 he worked as a physician for the Shanghai-Hangchow Railway. He also was an army medical officer of the Chekiang Provincial Government from 1925 till 1926. At the same time he was appointed commissioner of Public Health of the Chekiang police department. In 1928 Mr. Chang became a director of the Bureau of Public Health of the Hangchow Municipal Government. The same year he was appointed physician of Chekiang College of Agri-culture.
