He was a Hsiu Ta'ai (Licentiate) in the Ching Dynasty. Mr. Hsiang studied political economy at Columbia University from which he received his Master of Arts degree.
Hsiang Hsiang held the post of an acting superintendent of the Bank of China. He was a co-director of the Maritime Tariff Reform Commission. Later he was appointed director of Income tax bureau and director of the Cigarette Tax Bureau. Mr. hsiang served as an acting vice-Minister of Finance with the concurrent posts of chief director of the Central Salt Administration and chief inspector of the Salt Revenue in the period of 1922-1923. In October 1923 he became a Vice-Minister of Finance.
