Hsiao Chi-yung graduated from the Peking College of Languages and Berlin University.
He began his diplomatic career as an attache at the Chinese Legation in Berlin. Upon his return to China, Mr. Hsiao joined the Ministry of Foreign Affairs. Later he was appointed Chinese Charge d'Affaires in Switzerland Chinese delegate to the Customs Conference at Geneva, 1926. Hsiao Chi-yung became the Chinese delegate to the International Labor Conference in the period of 1922-1929.
In 1932 he was appointed Councillor to the Chinese Assessor's Office of the Commission of Inquiry of the League of Nations on Manchurian Affairs, after that joined the Ministry of Foreign Affairs again after the completion of the work of the Inquiry Commission. In September 1932, Mr. Hsiao was appointed Councillor to the Chinese Legation in Paris. He also was a chief Chinese delegate to the International Labor Conference of 1933.
