Kao Gilbert C. graduated from Tsinghua University, Peking, after which he attended the Lowell Textile School (later Lowell Technological Institute) in America and received his Bachelor of Technology degree.
After returning to China he was connected with Northeastern University, Shenyang, becoming dean of the college of engineering. Later Mr. Kao was appointed secretary to Chang Hsiao-liang. In 1930 he held the positions of a commissioner of Education of Charhar Provincial Government. Since 1934 Kao Gilbert C. was a member of the Xinjiang Provincial Government and concurrently commissioner of Finance.
