Chao Huan-tang received his engineering education at Tsingtao (Qingdao) and started his career as a draftsman.
Mr. Chao was an assistant engineer of the Hsuchow section of the Tientsin-Pukow Railway, since 1911. In 1914 he became a chief of the engineering section of the Tientsin-Pukow Railway Administration. From 1917 Chao Huan-tang worked as an acting chief engineer of the northern section of the Tientsin-Pukow Railway.
Since 1920 he served as a chief of the engineering department of the Chefoo-Weihsien Railway. Mr. Chao held the post of an acting director of the railways department of the Ministry of Communications and concurrently Director-General of Government Railways in 1922. From 1928 he became a managing director of the Pien-lo Railway.
