Li Pin-heng obtained his Bachelor of Laws degree from Sorbonne University, Paris.
Mr. Li served as a secretary of the International Intellectual Union. He also was an executive member of the K. M. T. District Headquarters in France. Since January 1932 Li Pin-heng worked as a director of the Department of Labor at the Ministry of Industries. Mr. Li was a chief of the National Factory Inspection Bureau, Ministry of Industries, since 1933. In October 1932 he was appointed chairman of the Editorial Commission of Chinese Labour Year-Book. From April 1932 Mr. Li held the post of a director of China Labor Monthly. And since 1934 Li Pin-heng became a member of the Governing Body, International Labor Organization.
