Tso-ling Shen was graduated from the Higher Normal College in Soochow then went to Russia to study and was graduated from the Russian University with Master of Arts degree.
Shen Tso-ling joined the diplomatic service in 1919. First served as secretary to the Chinese Consulate General at Vladivostock and later became acting Consul-General. He continued to serve in the said Consulate for 13 years without interruption. Next he worked as Consul at Troiz-kosavsk in 1925.
Also Shen Tso-ling worked as Consul at Nicosk Ussury in 1926. After the severance of the diplomatic relations between China and Soviet Russia in 1929, he was recalled by the National Government and served in the Ministry of Foreign Affairs appointed Consul at Medan, Sumatra in 1930. Previously he also held the following posts: Chief Secretary of the Chinese Government Representative on the Inter-Allied Supervision Committee for the Siberian and Chinese Eastern Railways; adviser to the Director General of Sino-Russian Treaty Negotiations: adviser to the Board of Mongolian and Tibetan Affairs, etc.
