Chao-kuei Shih received his early Chinese education at home and finished his Middle School in Liang Hui Academy in Yangchow, China (Yangzhou, China). Then he attended Shanghai College at Shanghai, China and was graduated with The Bachelor of Laws degree from the Peiyang University Law School in Tientsin, China (Tianjin, China) in 1916 and studied Law and Political Science at George Washington University in Washington, D.C., USA and was graduated with Master of Laws degree.
Chao-kuei Shih practised law and gave lectures on International Law at Comznunications University, Peking, China and was appointed compiler of the Law Codification Commission. After passing the examination for the diplomatic and consular service in 1919, he served as an attache at the Chinese Legation in Washington, and concurrently secretary to the Chinese Educational Mission and to the Chinese Delegation at the Washington Conference from 1920 till 1922.
Upon his return to China he joined the Ministry of Foreign Affairs in 1924. Mr. Shih assisted in the negotiations at both the Sino-Soviet Conference and the Special Tariff Conference fom 1924 till 1926. He was a member of the Treaty Revision Commission in 1925, secretary to the Ministry of Finance in 1926, secretary to the Cabinet in 1927, secretary to the Customs Administration at Nanking, China in 1928, member of the Standing Committee for the organization of the Control Ynan, Nanking, China in 1929, director of the General Affairs Department of the Ministry of Foreign Affairs in 1931.
He also took positions of private secretary to the Chinese Assessor to the Manchurian Commission of Inquiry of the League of Nations in 1932, technical expert to the Chinese Delegation to the Special Assembly of the League of Nations in 1932, technical expert to the Chinese Delegation at the 14tb session of the Assembly of the League of Nations in 1933, technical expert to the Chinese Delegation to the 78th session of the Council of the League of Nations in 1934 and appointed Counsellor of the Chinese Legation, Paris, France in 1932.
