    Career

    • Newspaper reporter, Toledo, O., 1887-1890. Reporter and political correspondent staff Chicago Herald, 1890-1893. Clerk in office secretary of state, Springfield, Illinois, 1893-1897.

      Studied law under John M. Palmer, Springfield. Admitted to Illinois bar, 1894, to bar of Ohio, 1897. Practiced at Toledo, 1897-1905.

      Elected mayor of Toledo as Independent, against 4 other candidates, 1906. Reelected under similar conditions, 1907, 09, 11. Declined nomination for 5th term.

      United States minister to Belgium, December 2, 1913, and Ambassador Extraordinary and Plenipotentiary, September 29, 1919-February 1, 1922.

      Whitlock wrote 18 books, including several novels and a biography.
